After staying up all night watching TV, Garfield tries to get some sleep, but gets pestered by Binky the Clown.
Dawn breaks in the Arbuckle household, as Odie licks Jon who awakes to find him on his bed. He then realizes that he left the TV on all night and Garfield has stayed up all this time watching TV. He feels like "such an unworthy parent" as Binky the Clown comes on the TV but Jon turns it off, saying that Garfield needs his sleep.
Jon and Odie go out to give Garfield peace and quiet while he is asleep, but as soon as they leave, Garfield is awoken by a dripping tap. He plugs up the tap with a cork, but is immediately startled awake again by the presence of Binky who arrives in his clown car, wishing Mrs. Edna Fogerty a happy 97th birthday due to a mix-up. Garfield notices that Binky has the wrong address, but Binky breaks into song anyway, much to Garfield's annoyance.
Binky continues to pester Garfield. After being squirted by his flower, Garfield gets a desk chair and pushes Binky through the window into some rubbish bins. Binky is not done yet, and dresses up as Santa Clown. He gives Garfield a present which turns out to be a Splut Pie. He then gives Garfield some chocolate covered Tabasco hot peppers which burn Garfield's mouth. He rushes into the kitchen attempting to unblock the tap which he does, the gush of water sending Binky out the door. With Binky at the end of his tether, Garfield dresses up as Mrs. Fogerty in order to get him to leave. Binky sings his song, and then gives "Mrs. Fogerty" her presents and leaves.
Afterwards, Garfield is relieved that Binky is no longer annoying him and he goes back to sleep when Jon and Odie return with birthday presents for Garfield who had forgotten today was his own birthday. Jon mentions that he arranged a special birthday surprise which turns out to be none other than ... Binky. This is the final straw for Garfield, who screams, then runs away from home in an attempt to escape the crazed clown menace and to get some well-deserved peace and quiet. He arrives on the top of a mountain in the middle of the desert, where Binky has somewhat followed him and Garfield now has to listen to the dreaded "Happy Birthday" song over and over again.
